Is there a way for José Public to see if a moto or car is insured, taxed and ITV'd.
I know the police can check, but wonder if a non-official person can.....

No, just a very noisy moto that he insists on parking in the garage of an unfinished house behind us...he goes out early in the mornings for some reason ( sometimes as early as 5 or 6) then returns and goes many times per day. We have put up with the screech of an up-and-over door, the vroom vroom of it starting, him tearing past the back of our house (and OH's bedroom window), riding around with or without helmet, sometimes with one or more of his children on with him....He even stops the bike, opens the door then starts ut to ride 3 metres into the garage!
He does not own the house and it has no land in front of it, this belonging to us and one other neighbour, so even access right is dubious at least! All our neighbours are great, just this one tonto (30+ going on 12) who for some reason wants to make our lives a misery. I doubt if he even has any licence.....

Do motos have ITV stickers like cars? That's one thing that is easily visable to check.

Update: there is (of course) no sign of an itv sticker on the beast. When I try to use the "informe" part of the DGT website I get the message "Buenos días,está intentando acceder a un recurso protegido o las credenciales presentadas no son válidas. Disculpen las molestias. "
This despite the fact that my Digital Signature lets me to the Tax and Health sites.....
Perhaps I will have to visit the local Guardia Civil, or start with the 'señorita handcuffs in the Ayuntamiento.....
The annoyance gets worse, as on Wednesday El Coño Bizco screamed home, dumped the bike in the garage then despite being only 25 metres from his home and in full view of our kitchen window proceeded to relieve himself over the (disconnected) water meter for the house! His father is a very good neighbour and his brother very pleasant, sadly his mother seems to think he is wonderful but is still chatty with us, and I do not want to alienate them.
Any suggestions welcome - although my Spanish is adequate for most circumstances I don't think I could manage a tactful approach without my fuse blowing!

The ITV sticker must be displayed so if caught he should be fined

If only there were a Whistleblowers' phone number/email address to report illegal owners/drivers.
A few years ago, we reckoned we could help 'net' dozens of illegally run British cars on the roads here - all the usual giveaways, that local police/trafico might find it not too easy to spot. A day out with them (in suitable disguise) could be quite productive!

I have not managed to progress as I haven't managed to find the downloadable form on the (to me) impenetrable dgt website.
Good news temporarily though - the screaming beast appears to have broken down!

We have no problem with any of the neighbours here - quite the opposite - but this young man is just one of those few with a big chip on his shoulder about something...I want to see the legal status of the bike to have a lever if he continues to be a bad neighbour....

All I am saying is I think you should approach him directly and if you still have the bike drive it down when your doing this...
He may be impressed or better still ask him advise about the something about bikes...

An English guy I know son a few years ago was riding around without helmet a few years ago ignoring the police. They waited until they got about 5km out of town and confiscated the bike, he says to police how will I get home? all he got was a smile, he went to daddy complaining who was delight. The police told him when he arrived with all the legal stuff for the bike it be returned and it was...
