How could Spain do that as it's a Schengen rule? I know it has affected many people who can no longer spend the winters here (or France, Italy etc), but surely it would have to be a change throughout the Schengen countries unless Spain had some sort of separate visa arrangement?

I know it’s a Schengen rule and thats why Spaniards can come to the UK for 180 days in one trip. Spain would like to sort something out but cant while they are members of Schengen.

How long does it last ? The majorca bullatin has said that it expires on the 15th of September?

September 15 is the last day across Spain. If you don't get it in the queue by then the only option is a full Spanish driving test.

now another forum has said that it can still be done after that date, BUT you are not permitted to drive on your UK licence after that date, while waiting for the spanish licence to come through.

I am waiting for a source of the information.

I have checked the guidance and, yes, you still have the option to exchange, but it could take some time and meanwhile you cannot drive on your UK licence.
