I am a little late in replying to this message but can confirm that a licence if needed for only 1 goat. It has taken me 4 months from applying for the licence to actually receiving the book from OCA. Now i need a licence to transport a goat from a goat farm to my house. All very silly just for one goat. The goat pen must be made out of stone or brick with a metal door and concrete floor. Wood is not allowed unless treated. Also a separate area for manure is required again with concrete floors and stone or brick walls plastered too.
The goats get to live in luxury.

There is a video from the guardia civil on YouTube, they stopped, and fined, a guy taking a horse in a trailer. He had a licence to transport horses in his truck, but it was in the garage so he used his 4x4 with a trailer instead. And he wasn't licensed for that, so multa.
