IBI percentage of Valor Catastral
I have searched diligently as I am sure I have read it here, but cannot find how to find out what % of the Valor Catastral is applied in my district - Comares.
The man from Hacienda who came November 2011 has now sent the new valuation promised for 'a couple of months' and I am trying to see how much I will have to pay.
It does say that the catastral records have been amended as from 2nd December 2011, so they appear not to be going back as far as I feared!

Our Brit councillor has just told me the rate is 0.9 € per 1000€ valor catastro - not too painful thank goodness!

Not sure if I should be worried but according to my latest IBI bill my Valor Catastral, revised in 2008, is only 7,382.01.
The multiplier, for Velez Malaga, is 1.1 so value of my house, including land, is €8,120.21

It isn't the value of your house that changes using the multiplier (AFAIK), but just a way of working out your annual IBI. So your valor of 7,382.01€ x 1.1% gives you an IBI of 81.20€.
The valor catastro of your house will be increased each year by 2% under current rules, so next year you will pay 7529.65 x 1.1% = 82.83€. This assumes that the rate stays the same, and that no revaluations take place.

Comares is about to bring in a 20% discount for those paying by Direct Debit - as long as the valor is less than 200,000€ (!) and no-one in the house earns more than 18k€. Maybe there is a similar but more generous scheme for Velez?

According to today's Diario Sur, Velez is to ask for catastral values here to be reduced from next year, as they have been increasing by 10% per annum since the last revision was done in 2007, and in many cases the catastral value of properties now exceeds their market value. I'm not holding my breath!

Our valor Catastral is about 45000. The rate is 1.1% so we pay about €460. The house, even at today's low values is worth at least 10x that so it seems like a reasonable figure.
As I understand it our rate of 1.1% is the highest that is allowed but our cat value is very low. Clearly the next thing they will do is revise the cat values.
One other advantage of this crazy situation is that the value of the house for IHT and other taxes etc. is ridiculously low.
But then other areas have entirely different values and percentages to the extent that the tax value of the house is way above the market value.
It's a crazy situation.

I've just had confirmation that the 20% discount is only for people signed onto the Padron - quite rightly in my view.

This is the problem we have and it is blocking the sale of the house. The value is almost double what we can get for the property and our buyers, quite rightly, don't want to pay purchase tax on double the cost of what they are buying.But then other areas have entirely different values and percentages to the extent that the tax value of the house is way above the market value.
It is a nightmare situation that could cause us to lose the sale.

My IBI bill shows three separate values, the VC "suelo" and the VC "construccion", which together make up the third value, the Valor Catastral. But, the IBI due is not based on any of these three values. To arrive at the IBI due, the multiplier is applied to an entirely different value which doesn't seem to relate in any way to the other three, called the "BASE LIQUIDABLE".
It's not a problem, I pay whatever amount of IBI is asked for, I just like to know how things work.

Just to let you know that miracles do happen. Our fiscal value has been reduced!
If anyone is in the same position it is worth appealing. We needed an up to date valuation of the property and a signed sales contract.
The value hasn't come down quite as far as we would have liked but is is a vast improvement and it is enough that our sale can now go ahead, after what has been a very stressful four months.
