Business Owners: Which is the best local advertising medium?

Sorry to sound like one of those PITA's you find on the internet
who only reply to a question with more questions (and never actually
contribute anything useful), but I think it depends what your
product or service is.
From your choices, it sounds like you are aiming at the british / ex-pat
community.
If you can identify your target audience (men, women, youth, rich, poor,
smart, dumb, vain, lazy, etc.)
then you can ask the different media about their audiences and select
whichever one will "reach" your intended customers.
Whoever you choose, it's important to be able to ask the people who
respond to your ad's how they heard of you. That way you'll get to know
which medium is giving you leads, and which are a waste of time.

I have advertised in all of them (except the radio). Difficult to measure how succesful each of the ads/campaigns were, but the advertising is more about the "brand awareness" than actually generating "measurable" business.
I agree with an earlier poster that it totally depends on what you are looking to achieve that affects the decision as to where to advertise.
